Top officials know the truth of vaccine and probably do modeling based on the it. Zero Strategy is the practical one (they think , but impossible in democratic society even like Hong Kong) for current situation as they don't have mRNA vaccine. IMO, there will not be a big problem to control the outbreak as the autocracy has super power to conduct it, probably another week is needed.
China has approved Prizer Covid 19 Pill Paxlovid, and Shanghai Municipal Government‘s new policy during this outbreak includes " support importing vaccine" , i.e. Pfizer vaccine as its joint venture in Shanghai has been ready but has been waiting for approval from central govt. But central govt would feel lose face as they have boasted success in both vaccine and Zero Strategy, as is the bottle neck.
