deciphering official nasdaq stock quotes

Anybody got a quick explanation of the official NASDAQ Stock quotes for SSH?
I am a little confused by the "Official Close" price listed at the bottom and also by "Today's High/Low" when the intraday chart showed trades only at low 14's.
