Things appear to be hotting up at the Donald HMS project, there are reports on ABC Melbourne Radio news this morning quoting Friends of the Earth anti nuke campaigners calling on the Victorian Government to block exports of RE concentrates from Donald as they may contain uranium.
Astron also emailed an updated Donald Project Factsheet to shareholders yesterday and I received a call from the share registry asking if I would be participating in the SPP. The Donald Project timeline in the updated factsheet has a big red arrow pointing to "expected Work Plan approval" stating "WE ARE HERE".
The approval of the Work Plan is the last major hurdle to the Donald project that the Victorian Government has any control over, as my understanding is that the variation to export permits required for the REEC exports sits with the federal government. The question for ATR shareholders is will the Victorian/Allan gov. approve the Work Plan as is, or require the Donald J.V. to make changes to the plan that could render the project marginal or unviable? Pricing for monazite and zircon concentrates has been weak on the back of the economic slowdown in China, so any marginal changes to the work plan designed to kick the can down the road for the Vic/Allan government before the next state election could be sufficient to delay financing and FID for Donald.
