That is the theory that is taught. It is the theory that has been used over and over again to force things like council amalgamations. Have you ever seen one that has reduced rates and charges. They never seem to end up with bigger profits, percentage wise, from my experience in business. Bigger is not necessarily better. it is what you do with it that counts.
