Yes why not indeed! It has sometimes been that way with gold junior explorers - just not in the last couple of years.
I guess I am a bit influenced by the reality of market pricing on the UK AIM. I hold one stock there which has 2.8m oz of JORC categorised resources yet the market cap is a mere £13m (that's just 460p/oz or 0.69% of the current gold price!).
This is not unusual amongst pre-financed juniors trying to break through into their development stage. So with such extreme under-valuations amongst those juniors who actually have decent sized gold deposits I find it an extreme leap of faith to imagine 'Mr Market' is prepared to put much valuation on a license that is still at the 'kicking rocks' stage.
