I would be pretty sure that the project can absorb a fair delay with this particular permit.
The Permit to Mine for example, is not due until the end of August at the earliest. This is needed to commence mine construction.
If the DDW Permit is delayed for a month or two, I would think that the wells could be completed (whether just casing - or more) concurrently with the other mine construction projects.
The bottom line is the DDW Permit is required with sufficient time to finalise the wells no later than the day that NRC issues the Source Materials Licence - and that is quite a way off (March 2012 at the earliest)
