Population control is unlikely in poorer countries because of lack of education and contraception. Meanwhile population control IS happening in Western countries due to More education and more contraception options - meaning more women are deciding to work for longer and either put off having kids or trying to have them late - for some reason this is the new "modern woman" feminist thinking - to avoid kids in the western world for some reason.
So whilst the population will decline in Western Countries its going to boom in the poorer nations....and the way grubberments and corporations works - they want to keep the GDP up or even increase it - so expect a LOT more forced immigration soon enough.
On one hand its racist to talk about the poorer nations f ing themselves over in the future and their need to ship them out - but its seems to be ok with talking about de populating white nations (fun fact - white people are the minority on the planet)... very very weird.
