its not all about how many arms you carry but what you think. sooner or later no matter how much of a rapport you have with someone especially different races, no matter how many treaties are signed there will be a war
someone will want to punch someone in the teeth or take what his neighbour has - its human nature and that cannot be changed
hence to have peace you must be prepared for war. if the city is unwalled it will be taken
