Whilst I have no inside knowledge my guess is that there is a difference of opinion within the Aust DOD - ie some who consider the MST tech unproven and therefore too risky and others who see the potential and argue that it be given assistance.

As Liddel Hart was a voice in the wilderness in his own land so MST tech has been looked at more seriously outside its native territory. Hope we do not have the same road to travel before adoption of the MST tech by the Aust DOD as was travelled before Liddel Hart's ideas became required reading for young (all) officers.
