    Today's announcement on the defence refusal may explain in part the delay on Port Bonython. The WPG release was measured and very well argued. There cannot possibly be any legitimate strategic reasons for the rejection and it is only going to further aggravate the Chinese. Bob Hawke is warning that the relationship needs to be mended. This appears to be completely gratuitous on the part of Defence and risks undoing a lot of the good work done in SA over the past twenty years.
