I prefer to deal with facts rather than speculations. Lets make its clear, the fact is FDA did not say a2 application has issues, they said they found issues that will take some time to resolve, unless they clarify it could be anything, including issues on FDA behalf to do process properly, logistic, etc.
FDA does not give a shiny penny about your margin. FDA give permissions to sell IF in domestic market plus permission to regional WIC authorities to use particular products in their rebate scheme. Once you have such approval you deal with WIC to negotiate rebates if you want to participate in it.
All this temporary FDA approval process smells fishy from the beginning. When whole country in a crisis such as food shortage you do not deal with third grade suppliers you go directly to those who can help. It looks like FDA is trying to fix the problem without affecting current oligopoly
