Yes a good point drawing attention to how a foreign T/O of an Australian carrier faces a complex, regulated and very competitive business in Australia.
IF considering such a merger, expect commence with each airline taking a sufficient % block holding in each other whilst avoiding foreign T/O provisions.
Obtain board seats in each other then work together in cooperative manner for a year or so testing if they should take it further.
Time spent working towards where a merger would be acceptable to regulators and government and public ;-)
