I don't know how many people the FDA have on reviewing the IND but at 30k pages that's 1000 pages a day to read over 30 days. I would struggle to read 1000 pages a day unless it was full of pictures.
The FDA has 14,824 employees as of 2010 so I'm hoping they have more than 1 person on the job.
In my opinion, it is just an extension, with a slight question to get the ball rolling.
I don't know how many people the FDA have on reviewing the IND...
