When you say "I would imagine any shareholder/contractor who in their course of business came into specific knowledge the same applies." - Well firstly, HOW it is that one would "come into specific knowledge" would be the focal point to begin with.
A SH & contractor of the same company are two completely different things.
A "contractor" may not own any shares in the stock, so any information they obtain, if kept to themselves, would in no way obtain an advantage.
A "shareholder" would use any information obtained to their advantage. Common sense dictates as such.
