IMO more important to have enough produce at the docks ready. If a ship sinks on the way... another ship can come along later and take the same produce away.
If a ship can take X tonne back to China on each trip then #1 goal is to make sure we have >= X sitting there.
Ideally we will be accumulating produce at the docks as a feed stockpile to guard against potential interruptions between the mine and the port.
