The stock for the current ordered shipment is ready. Stockpile for the next shipment continues to accumulate whether the current ship has loaded or not. I'm saying that there isn't one ship ferrying back and forth on a roundabout trip. There are several. Mining operations continue at nameplate production levels regardless of the availability of ships.
IMO if this is the biggest problem GXY has (i.e. there are not enough ships available to transport the stock fast enough) it is a great problem to have.
