I think PE is referring to the Government's negotiations with India in regards to a Uranium sales agreement. And he may have got his terms a bit muddled. The agreement isn't a specific agreement for sales between companies, just allows companies to sell to India. The deal agrees on 'safeguards' and such so the aussie Government can sleep well at night.
An agreement will increase/speed up a J/V deal though.
