Mainly due to the passage of communication and conversion between the assay labs and the announcement. Tunks would be getting (in my opinion) a note or a sign to say bits and pieces of the results that he then needs to interpret into what it means. So if it's going to mean potential breaches and leaks whilst that happens, best put up the TH untll the details are clear and known. Then you are fair to all.
This is me speculating, I dont quite know how it happens . . but it wouldnt be in one hit, and it's safer to scan the data (for all we know it could be an SMS) then put up the TH whilst you work it out and put into a clear paper for the stakeholders.
