    You are right Graham,

    It falls under the banner of soveign risk for international investors.

    I also find it extremely odd that last year there was international stage events promoting investment in Indonesia and yet a dozen PPAs take an extraordinary time to be executed.

    We know Pax's PPAs were successfully negotiated June 2012. What rhyme or reason is there preventing someone signing on the dotted line?
