    Yes that is largely it and the tiny fraction of a percent of total connections that actually might need really fast internet can pay for it themselves at whatever their particular business case necessitates, same as accessing fiber modernly......my daughter will not have to pay it back for them all throughout her early adult years though the lack of earlier opportunity the cost of full free fiber created for her.

    Fibre too doesn't do anything spectacular to ping time/latency either if it did this would be a feather in fibers cap for the majority...but it doesn't.
