I don't think Denmark will cut funding, although, as I have said before, the Danish economy will come under increasing pressure, as it will for all European countries. This may lead to Denmark applying a little gentle pressure on Greenland, behind the scenes.
I have also looked at the possibilities of adding to the hydroelectric infrastructure. However the costs do look quite high and the geography of South West Greenland does not help. I did wonder if windmills could be part of the power infrastructure. The winds are generally south-west and not overly strong, although low temperatures might affect performance and create maintenance problems. I haven't investigated this properly, but I understand that a one mW windmill might cost about one million USD, and as there is plenty of high land close to Narsac, power lines might only be a few km long. We all know that when the wind doesn't blow, there is no power, but a possible cheap solution could be pumped storage, as there is a lot of high land on which to construct reservoirs.
A persuasive argument in favour of wind power, is that Denmark generates nearly half its electricity from wind. It would also make a point to the locals, that windmills use substantial amounts of Neodymium in their magnets. Windmills may turn out to be impractical, but worth a look.
