deporting unwanted refugees

Its interesting that Indonesia is going to stop issuing visas to Iranians coming into their country & they will have to apply for visas in their own country first.
They apparently will deport them as they deport other peoples and the Iranians are just the latest to be added to the list.
As Iran has stated they will not accept the forced return of refugees so how this will work for Indonesia?

If Indonesia runs true to form they will just issue visas in Iran & probably start a new level of corruption, the Iranians will then fly to Indonesia as they do now, "lose" their passports & papers, get on a boat & head for Australia like they do now.

Does Iran accept people that have been deported for other reasons than claiming to be refugees?
If so is Australia currently deporting refugees back to their country of origin or are they going to another country?

It all seems pointless to me. I also think that the countries were these refugees are coming from are happy these people are leaving & probably condone it, Its almost like we are being re-colonized by stealth.
