No, I don't believe it is legal. However in the case of ASC I don't believe it is relevant. The misinformation seems to have come from the company itself. Had their announcements about the performance of the company been true people wouldn't be losing money on this stock. I wouldn't think it would be unreasonable to see the price around the $ mark. Unfortunately the announcements were not accurate and that's why holders of ASC have been burnt. Not because of people ramping the stock.
