Temp if cnx is given the green light (Of which I'm confident this will be the case), then unless they (DERM)change the bar on the conditions of this trial stipulating they can't make money from the syngas being produced (not even sure if they can state this), then I can't see why they wouldn't be allowed to continue on after the initial 5MW power plant with the 25MW. I'm under the impression that under their current trial conditions they could go as large as 30MW but have chosen to go for a 25MW. I must say my electricity bills aren't getting any cheaper, and I'm sure demand won't decrease, so can't see why they wouldn't continue with their plans for this.
