Oh, now DERM gets it! But DERM does not in this exerpt explicitly accept that DERM has been deficient in its monitoring of Brisbane River water quality, or of its role in ensuring acceptable water quality in the river.

"Professor Schneider yesterday received immediate backing for his plan from the council and the Department of Environment and Resource Management.
He said pollution testing was "all disparate and all over the place".
Brisbane councillor Peter Matic, who chairs Brisbane's Environment Recovery Sub-Committee, and DERM director-general John Bradley agreed with the plan.
"We will implement a regular water quality monitoring plan to ensure there is consistency across the catchment," Cr Matic said.
River pollution test results
Mr Bradley said testing in the Brisbane River in early February showed levels of fecal contamination about "nine or 10 times" the recommended levels.
He said the government had no information that a sewerage treatment plant was leaking before the January floods to provide the high levels of fecal pollution reported in the media yesterday."
