For a new player wanting to enter the UCG business in Asia somewhere, what cheaper way than to buy CXY 'off the shelf'. You even get the physical infrastructure for a pilot program thrown in (albeit with significant relocation costs).

NPV is a forward looking calculation. Once we all get over the fact that we might not see 10 cents again (at least for a long time), there is still upside value in CXY at the right price.
