That applies to everybody so the Libs and Labor can win 5 seats in a DD where they would win 4 in two elections.
Hinch has no more or less of a chance in getting the twelfth seat than anybody else, including one of the major parties fifth or even sixth candidate - the new system makes it unlikely imho that any micro party will get up and Hinch probably falls into that category.
The only person guaranteed to be better off with the DD is Xenophon. He will become a massive pain in the bum, even more than he is today.
