Personally, I think this is part of the strategy, the downward manipulation flushes out the stop losses, the allowance to let the price rise flushes out those who did not have a stop loss on but have been frustrated by the lack of perceived growth and reach a point they are comfortable to sell at. In a nutshell capturing the the weak hands on the way up who were scared by the falls.
