The initial use of fossil fuel to produce the lithium which then becomes used to store the electricity (the actual power source) is insignificant in comparison the the amount of petrol a car will use. It will still be greener.

Regardless, Chinese companies most likely do not share the same values that their government shares, and are just doing business: they see a demand, they want to make money at the lowest cost.
