devastating affect of electricity price rises

I work for a charity and I visit people in need. The charity budgeted $100,000 to help people with electricity bill problems for the 2012/13 financial year, expecting an increase in demand, in NSW. We are not yet half way there but our expenditure has reached $70,000 already. I do not know what we will do for the rest of the year.
