...and what do you expect the poorer folk to do. They do not have the funds to replace items or to get solar panels installed. Many have had their power cut altogether and others now only shower once a week. There comes a point where you cannot reduce your consumption any further.
Regarding air conditioners, much of the blame goes to poor methods of construction since the 1970's where thermal quality in brick veneer homes is generally very poor and extra insulation and 'whirly birds' still leaves the house very hot in the summer. The elderly who live in these homes have to turn on the air conditioner or risk death, the rest need it in order to sleep at night.
