It would probably be a report on how it would affect the environment, if the project went ahead.
On the birds, fishes, trees, coastal areas etc etc.
On the basis of that, it would or would not get approval.
Also give people in the affected area a chance to try to block the project, if they wished to do so.
But, as it would benefit these people the most, for a very long time, they would be silly to object.
At least, I think thats what it should be.
