A different perspective if I may
The DFC loaned money for stage 1, knowing that it was a proof of concept. That is, that more $ would be need for stage 2.
Stage 1 has been proven which supports further lending for stage 2.
SM himself in one of those sit down interviews described the 2 funding as not new, but and extension/change to the existing funding.
It would be reasonable to assume on that basis, without some major hicup, that funding extension is a rubber stamp.
