It depends on when the document needs to be delivered, if the DFS needs to be delivered to SDL by March 1st (For Example) then that would give SDL time to read the whole document (which is likely to be greater than 10 A4 lever arch files)and release some more information.
But if the document needs to be submitted to SDL on the 31st of March then I wouldn't expect any substantial announcements until into April.
In both cases, it is technically completed by the end of Q1 2011
