    CSD has previously announced that the DFS is expected to be completed in the 2nd half 2014 calendar year

    Maybe the delays in signing the mou's are due to waiting for the completion of a favourable DFS so as the independent expert can fully assess and value the proposed merger between SPM and CSD.
