    IMO this sort of news should be received in the context of the unfolding development of a complex multifaceted business. M'ment are just responding to things as they evolve, both in the field, in their modeling, relationships etc. Transparency is great though constant news flow is just that - news flow. There's probably a bit of wriggle room anyway, re issuance of licences anyway..
