This is my interpretation of the below. Please let me know if it is incorrect.
When a company says "our DFS/BFS/PFS will be completed end of xxxx" it means that the company doing the DFS/BFS/PFS SHOULD have it completed by then. That information is then passed onto the company as basically 'raw data'. Not 'raw data' as such but I used that term as a figure of speech. The company then goes through this 'raw data' to make it all pretty, understand, ask questions, etc and do their own stuff before it gets released so that the general public can comprehend what is being said. As these companies are listed they have to make sure that the 'reasonable' person can understand what they are saying.
Thats why the majority of these things will never come out when stated.
The worst thing is with the track record of BMN who knows when it will come out.
