Don't forget Gus is trying to convince some investors that PEN is worth at least 7.5cents based on the DFS. It is in the company's and shareholders best interest that the company is not given away for too little or worse, the deal doesn't go through because the DFS fails to impress.
Just my thoughts.
Even if Gus did make an announcement, what would he say..." Err we have held back the DFS because the markets won't like what we have at the moment..."?
