    My comment is hypothetical because I know little about corporate finance.

    If the terms of capital raising (including the deal with Nucore) are more favourable with a higher SP, then that would be reason to hold up the DFS - if it was believed that the macro environment will improve, thereby assisting a higher SP, in the near-term
