Where?

My understanding from CSD HQ is that their mascot dog Ralphie-Ruff ate it. Sadly suspicion falls on him concerning a certain 9.85%, most financial statements, and some sweet and sour pork.

When?

Some have spotted cows coming home, others a cold front approaching hell. I believe the numbers are so spectacular that it is only prudent to never release them. OR: A timeline put on an incompetent generally tends to hang them.

Why?

There is a super-duper secret (ZH worthy) side negotiation paying back management. Extant evidence of my assertion can be found neatly tucked away in the Snowden-Falciani files.
