Geology Minister leaves for China to take over Kimberley Process Presidency

Luanda - The minister of Geology and Mining, Francisco Queiroz, left on Friday night for China, among other issues, to take over on 14 November, on behalf of Angola, the one-year rotational presidency of the Kimberley Process, in replacement of China.

Speaking to Angop at Luanda’s “4 de Fevereiro International Airport before departing, the minister expressed his rejoice at the fact, saying that Angola, during its term, will try to consolidate the commitments assumed in its election this year to the vice-presidency.
He said that the referred commitments entail to work with government, companies and civil society, as the Kimberley Process controls 99 per cent of the international diamonds trade, subjected to a certificate of origin to avoid possible acts of smuggling.
On the occasion, Francisco Queiroz recalled that Angola was the first country to start the certification process of diamonds (between 1999 and 2012), due to the armed conflict that hit the country, fed by the money from the sale of diamonds illegally explored.
The minister added that it was through this principle that the Angolan government, later on the UN, adopted this model and improved it until reaching to the current prototype of certification of origin diamonds.
He underlined that Angola intends to work with governments so as to prevail the harmony in the diplomatic relations among all countries in the trade of diamonds.
“Angola is the vice-president of this process and will take over its presidency, through a unanimous election” – he said.
The Kimberley Process Certification Scheme (KPCS) is the process established in 2003 to prevent "conflict diamonds" from entering the mainstream rough diamond market by United Nations General Assembly Resolution 55/56 following recommendations in the Fowler Report.
The process was set up "to ensure that diamond purchases were not financing violence by rebel movements and their allies seeking to undermine legitimate governments".
The effectiveness of the process has been brought into question by organizations such as Global Witness, which pulled out of the scheme on 5 December 2011, claiming it has failed in its purpose and does not provide markets with assurance that the diamonds are not conflict diamonds..

Whether it was awaiting the arrival of the DMS, holdups at customs,visa renewals, or exploration licences, Angola has a different culture to westen business.Diamonds are a high risk,high reward,and it just happens that Lucapa,IMO, has some of the most exciting areas for diamond exploration in the world.When you consider what they have been able to acheive in a relatively short period of time,and what is in front of them ,then a little longer to wait for the ultimate announcement that sees LOM going from explorer to miner is insignificant.GLTA.
