In stings like this a major objective of the equipment deal with IPAD was to get a "Pro forma invoice" from IPAD.
This way, the "fraudsters" could show the Angolans ( and others) the pro forma invoice and convince them that the projects were actually and finally on the go. This would give the "fraudsters" more time to play their games.
