I have just emailed Cityview questioning that text by Hansi Le Roux. I cut and pasted what he said about Cityview.

I have told them I expect a response as I am a shareholder and if the response is not satisfactory I will be forwarding my email and concerns to ASIC and the Australian Shareholders Association. I probably will contact those organisation anyway as I am sick of the bs from Mark Smyth and those other greedy you know whats.
