Apart from filling their coffers, the other reason that the NSW Government has been selling public housing is to introduce more stereotypically functional people into areas that had historically high levels of unemployment, crime and other social problems.
To some extent the idea has worked.
And yes...one has to feel empathy for the socially disadvantaged and the Property Managers/Landlords that are subject to any negative ramifications that arise from dealing with them.
