as you've stated the council is nearly broke.

As with a lot of country towns, economic reality will kick in. Would these folks rather a boost to their economy or would they prefer their rates to go up?

There will be some restrictions but I'd be very surprised if this doesn't move ahead in the right direction. People are always happier with a few sheckels in their back pocket than not. As you say you can't please everyone.
