(Genesis 18:20, 21) Then Jehovah said: “The outcry against Sodʹom and Go·morʹrah is indeed great, and their sin is very heavy. 21 I will go down to see whether they are acting according to the outcry that has reached me. And if not, I can get to know it.”
This verse seems to be saying that God/Jehovah did not know what was going on in Sodom/Gomorrah: I will go down and find out. It is somewhat less than saying that God is omniscient(has perfect knowledge). Why wouldn't God just pronounce them guilty?
