watso eventually cottoned onto the lingo - when so called SAVINGS were actually INCREASES in taxes (or whatever) of some sort.
whatever SAVINGS were, they were not reductions in expenditure.
maybe the term had been used previously - but watso started to cotton on when swannie was the words greatest treasurer
