    I would say, to see this kinda of volume and up-tick, and with the EOI news expected sometime soon, there is SURELY some loose lips around and rumours swirling that they're in with a chance...

    I know from the various EOI and government tenders I work on (as an engineer) there are always rumours and people in the industry know the outcomes before they are announced.... Suspect this is highly likely the case as well!
