Yes all to often the experts are fixed with their thinking.
Not quite on the same scale but some years ago at a marina I was running the Power safety agency up graded the electrical standards so that all electrical wiring had to be covered.
We go a few electrical contractors in and they were quoting $25-$30K to pull all the wiring of put condute in and re-wire.
I noted that the wiring was already in a channel section so I suggested capping the channel section, electrician could see merit in that but had to check with the Power safety agency if that was OK.
