The network operator has planned for investment in the regulated transmission and distribution network which will allow private companies to consider further investment in wind, solar and storage.
Investment in the network will be recouped from customers and cause that component of the electricity bill to rise for a period.

The investment in renewables will likely be a downward pressure on the electricity generation component of bills.

The other component of bills which relates to metering and associated retailing costs could also require investment in infrastructure and systems to remove human workers from the process. That might keep costs down in the longer term.

I don't know what the future holds but a possible outcome is that components of bills counteract each other as time goes by.

One problem that retailers have is the source of cheap hedging contracts has disappeared with the closure of the end of life coal powered generators and will be now relying on, presumably, Snowy Hydro.
